ANALISIS DAMPAK PERUBAHAN TATA GUNA LAHAN TERHADAP BANJIR DI KOTA BEKASI (STUDI KASUS : DAS KALI BEKASI)

The City of Bekasi frequently experiences flood disasters caused by overflow from the Kali Bekasi Watershed (DAS Kali Bekasi), originating from upstream areas in Bogor Regency. This is mainly due to land use changes in the upstream region, uncontrolled urbanization, and the impacts of climate change. This study aims to analyze the synergy in managing cross-administrative flood disasters between Bogor Regency, Bekasi City, and Bekasi Regency.This research employs a descriptive quantitative approach using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). Primary data were collected through questionnaires distributed to 100 respondents consisting of relevant stakeholders, including local governments, BBWS Ciliwung-Cisadane, BPBD, academics, and community leaders. Secondary data were obtained from policy documents, BNPB reports, and previous studies. Data analysis was conducted using the IFAS (Internal Factor Analysis Summary) and EFAS (External Factor Analysis Summary) matrices.The results show an IFAS score of 2.70, indicating relatively strong internal conditions, particularly in terms of existing regulations and infrastructure. However, the main weaknesses lie in inter-regional coordination and budget limitations. Meanwhile, the EFAS score reached 3.55, reflecting significant opportunities from central government support and information technology, despite facing serious threats such as climate change and land conversion.Based on the SWOT matrix, flood management strategies were formulated and then integrated into an optimal flood management system configuration consisting of five main pillars: an integrated early warning system, hydraulic infrastructure strengthening, spatial planning and watershed conservation, cross-regional collaborative governance, and community empowerment. The highest priority is given to strengthening institutional coordination through the establishment of a permanent Bekasi Watershed Coordination Forum.This study concludes that synergy among local governments is the key determinant for the success of controlling flood disasters in the Kali Bekasi Watershed. The findings are expected to provide practical and sustainable policy recommendations for stakeholders in realizing more effective cross-regional watershed management.
